THE MINUTES OF THE MEETING HELD ON   03-05-2012 WITH AP SCHOOL EDUCATION MUFFSIL. AP, HYDERABAD

          The following officers and Association Members have attended the meeting at O/o. the C&DSE, on 03.05.2012 for discussing the demands of the Non Teaching Staff of the School Education Department.

The demands and replies of the above Association Meeting is as follows.

The Posts of MDM should be filled immediately since there are pending from 2006 onwards.
The necessary proposals will be submitted to the Government.
2.
The Senior Assistants and Jr. Assistants of districts of RMSA should be filled immediately.
The matter will be examined in the Executive Meeting of RMSA and necessary action will be initiated accordingly.
3.
The permission for filling up the District wise posts pertaining Model Schools should be issued immediately.
The matter will be examined in the Executive Meeting of RMSA and necessary action will be initiated accordingly.
4.
To be conducted DPC for posting the Assistant Directors post in Model Schools in state wise.
Proposals will be submitted to Govt. to obtain permission from Election Commission. 
5.
To create the Additional Sections to each district to avoid the additional work load.
The matter will be examined.
6.
To sanction one section for conducting the examination TET, DIET CET, LP CET, & DSC.
The matter will be examined.
7.
To sanction additional Jr. Assistants in each Mandal Educational Officers/ Deputy Educational Officers.
The matter will be examined.
8.
Restoring the 10% of eligible Non Teaching Staff for promotion of the Junior Lecturers.
The matter pertaining to the Director of Intermediate Education.
9.
To sanction Rs. 2 Lakhs for 1st quarter each district for meting the legal expenses.
Government was requested to release the Budget orders for meeting the legal expenses. As soon after receipt of the Government orders the action will be taken accordingly.

THE PRESENT SCENARIO OF THE EMPLOYEES AND STAFF OF THE DISTRICT EDUCATION OFFICES IN THE STATE.


THE PRESENT SCENARIO OF THE EMPLOYEES AND STAFF OF THE DISTRICT EDUCATION OFFICES IN THE STATE.
1.    The Services of Our Ministerial Employees in the District Education Offices are sandwiched between Teacher Associations and School Education Department.

2.    Most of the DEO offices have poor Maintenance facilities when compared to the Project Offices like RVM(SSA) though both are under control of Department of School Education.

3.     Less man power and heavy work load.

4.    No proper training and feedback on Education Programmes from the head office to the Staff ( Most of the Staff is lacking skills and need training on Education improvement programmes and concepts  like RVM(SSA), RMSA,).

5.    We are dealing with large no. of Court Cases pertaining to Teacher services and we need training on dealing of Court cases such as skills to write PWR, Counter, Dispense with Petitions, Writ Petitions of High Court.

6.    No Up dated book let of guidelines annually are provided by the Department to the District offices to deal with Service issues of Teacher services and procedural issues of administration and we are wholly dependent on the clarification by the DSE.which is always delayed.

7.    No Additional staff to Deputy Educational Officers is provided and it has become difficult to verify, visit, and report the conditions of recognition and renewal of Schools and also the No of Schools has risen to the maximum level.

8.    There is no proper co ordination between the RVM(SSA) project Offices and the Project Offices of RVM(SSA) though both belongs to School Education Department the CSS implemented by DSE are being treated as separate entity.

9.    We are given herculean tasks to conduct in time bound frame such as.
                                          i.    Conduct of X class,DIET CET, TET, and other common Examinations.
                                        ii.    DSC recruitment.
                                       iii.    Teacher Promotions.
                                       iv.    Teacher Transfers.
                                        v.    MDM
                                       vi.    Teacher Awards.
10. It is also our responsibility to implement the RTE act but we have no powers to exercise..

11. We are not provided with enough funds for implementation of the above tasks.

12.  Most of the District Education Offices are not having proper sanitation and water facility.

13. Most of the District Education Offices are facing the problem of Furniture and store rooms.

14. Most of the ministerial staff of the District Education Offices are not trained in computer Knowledge and are facing troubles in maintenance of MIS wing and are solely dependent of Teachers deputed as operators who have no accountability which is also fixed on the concerned section assistant and in charge.
15. District Education Offices have become political play grounds to teacher associations as most of the staff of the O/o DEO are facing problems with their interference and influence on the Departmental procedures.

16. Being least in count our voice in feeble and our service conditions are ignored and neglected in spite of our wholesome efforts in successfully handling the above tasks entrusted.
17. We are scattered because we do not communicate with each other.

18. We are weak because we are engaged in our own work related issues entrusted to us and have no time to think about our integrity and individuality.

19. Existence of our Association is least known to other Employees Organizations.

20. We are prone to criticism by many as many are dependent on our work performance.
                                          i.    We face criticism from Teacher Associations.
                                        ii.    We face criticism from Private School Associations.
                                       iii.    We face criticism from Student Associations
                                       iv.    We face criticism from MDM Agencies.
                                        v.    We face criticism from DSC aspirants. (un Employed Youth).
                                       vi.    We face criticism from Parents of children.
                                   vii.    Last and final our reputation is wholly projected in tarnished manner by the Media as they are also dependent on us for News and events which increase the readership of the above communities.

21. Dear Friends I am to remind you that we shall finally be the Victims if we are not strong and UNITED.
